Not sure what character lvls has to do with the forums but my main is lvl 25 and my alts are 15 and 5. I have never been able to post a new thread so I know I didnt reach a daily limit. I have been trying to post a thread for 3-4 days now...

And to update your forum data, go to settings, edit character and save...
