Unable to complete "Skeletons In Her Closet"

My character name is Dars Aval on the cactuar server. I recently was riding a chocobo porter when I accepted a duty finder into Haukke Manor. Haukke Manor was required for the quest "Skeletons in her Closet". After I finished the instance, I was unable to talk to Ursandel, the NPC that I was told to report to by the quest. I cannot interact that Ursandel and am completely stuck in the story quest because of it. Screenshot provided. I also cannot abandon the quest.

Does he just sit there and when you click on him all your hotbars blank out as if you just used them a sec or two? I had that on non responsive npcs for Sheep to the Slaughter quest that had been bugged before maintenance fixed it. Also, i notice he has no chat icon over his head implying you need to talk to him. Sometimes the server is slow to update and when on my quests, like as if i just finished a mission quest with the green checkmark, i would have to wait there for a min or two, or even longer, before the ! icon appeared for the next step. Its possible the server is just being retardedly slow and the chat icon hasnt been flagged yet. Waiting a few mins might make it appear on its own.

Also, when I talk to him, he replies but with small talk. Nothing relevant.

I've stood there for about 15 minutes before. I've read other people having the same issue because of accepting a duty finder while on a chocobo porter

The other question I should ask is... is this posted in the correct place? I posted in the in-game bugs, but it was moved to "duplicate bugs" and nothing came of it.
