The UI is functional.

Do you open your menu and it refuses to load?

Do you click on equipment and it errors out?

Do you type in the chat client and it returns Debug: 00x2837?

I still get many slow reactions times, especially in combat. So no, it's not fully functioning yet

Latency issues =/= non functioning.

Definition:

There's a difference between efficiency and not working at all, and the UI can be better optimized as long as they decide to keep it server side.
