It's probably not the best way but I use it after a damage spike and if my hp is still low I cast convalescence while my stacks rebuild.

That is actually the best way to utilize Inner Beast.

If you know the damage is coming, you can properly set up yourself to utilize Inner Beast to it's fullest.

1) Heavy Swing > Maim > Storm's Eye
2) Bloodbath + Internal Release (PGL skill) + Berserk (+ strength potion)
3) ???
4) Inner Beast Profit!!!

And, since you can't activate multiple off GCD abilities simultaneously, it'll actually take between 5 (if you don't attack and just click the CDs) and 10 seconds (if you activate the CDs in between attacks) to get all of those CDs active. If you're using Inner Beast as an emergency heal, you've got a comparatively tight window to stack up all of the CDs required to maximize its effectiveness.

"Tight" as it might be, it's still predictable damage. You have more than enough time to set up your combos and CDs to prepare for the damage. As well, if you manage them right, your CDs should be back up by the next time the damage comes.
