What level can you harvest flax in botany?

actually.. i started weaving/miner for some odd reason when i hit flax.. i started leveling botany.. wishing i had started it instead of mining.. oh well both will be usefull i hope.. but man.. was really hoping it was this level.. currently lvl 33 weaver, 30 miner, and 25 bot

Did I do it right? Cause these 2 and a half botany levels(with 2 GC books) ended up being 16 weaver levels. There might be a disparity in gathering and crafting level speeds >.>
