Party Member bug in Halatali

Yesterday, I was healing through Halatali as a SCH, and after using the aetherflow to exit the first boss arena, the party's tank remained stationary. He was moving and fighting, but I could not target him as his 'physical' self was rooted in place on my screen (thank goodness for Eos).

I've been suffering from this bug for weeks. It has happened to me in almost every dungeon I've participated in. I reported it in forums and it got sent to the duplicate folder (which will prob happen here too) although there is an initial report on this somewhere, I wasn't able to find a resolution/fix to it. I've heard it's due to frame rate but I'm not sure. I hope someone finds an answer soon tho !
