Never waste a GCD on flaming arrow, it would be your lowest priority skill period above blunt arrow, only use it when you know the pack or single mob is not going to be moving and you can spare the GCD if no higher priority GCD's are up.

This is the worst thing I've ever read. Flaming arrow is off the GCD and can be weaved between skills without wasting any time.
