It could be useful at the very end of a Synth, to get enough CP to use a Mend, or enough CP for Advanced Synthesis if you are under 15..
There are many uses to the skill.
I'm a level 31 crp, so can't speak after that. But I found it useful for classes (I cross-class it into armorer) that don't have the standard touch yet and can maximize my quality. Seems (haven't actually verified this though) you get CP bonus based off # of quality improvements so when you go to standard touch you don't get back enough CP to make it worth it.

I use it to farm cp with tricks.
inner quiet > hasty touch > rumination costs 3cp and 10 dura for 3 chances to proc tricks. 1 tricks and you're up 17cp.
Obviously a gamble but I find it to be one of the more reliable gambles lol
I find it quite useful in situations where I literally can't increase my quality anymore with the CP I have. An example would be I'm at 20 durability left (If I hit 10, I can't use Manipulation...), and not enough CP for Manipulation, so I can't increase quality anymore without likely botching the synth. So, I can use Rumination and if I'm lucky I get enough CP to hit manipulation and get three more touches. If it's not enough, well, no more need for control if I can't touch anymore, so more CP to help me get my progress up enough.
It lets you burn all your CP increasing quality and go down to 10/70 20/80 or 20/40 durability then you use Rumination to get a bunch of CP back, use a durability restoring skill, Master's Mend II or Manipulation, then finish the synth. Its one of the strongest level 15 skills along with Hasty Touch.
Rumination is powerful for this use. Many techniques call for using progress abilities up until the meter is one ability away from completion, before or as you increase quality. Using Rumination at the end, after quality is sufficiently high, Inner Quiet is no longer useful and is converted into durability to finish the synthesis. Instead of increasing progress early, you spend durability on control increases before progress increases.
However, if you did not obtain sufficient control gains from Inner Quiet, it will not return enough CP to pay for a durability-restoring ability. If you depend on Rumination at the tail-end of a synthesis as a means for progress, then you risk failing many more syntheses.
You don't need Inner Quiet to synth. Use that free fifty CP on two Standard Touches.
Rumination is one of the best cross class abilities. There is literally no downside to using it, it just gives you free CP. On average, it gives me around 45 CP. Sometimes I even use it sort of like Observe, except it gives me cp!
I use it alongside Tricks of the Trade to get an extra Great Strides and Standard Touch on a synth. I use Waste Not, so I usually run into CP problems instead of durability ones.
