It is a part of the chest/hands/legs/feet equip called Herkaeldi. The picture is a screencap from the website xivmodels.com, and as far as i know the cape is indeed shown in game on players. My mistake. I thought that was an enemy model, not a player model. I did not realize they have capes in the game that are displayed. Is it a part of the chest piece? is it displayed in the game world? To the best of my knowledge they were not going to be adding in any armor for the players that had capes. Do you have any reference points I can check out that state otherwise? Where did you locate this image?
Sorry for all the questions. I like to know when I have been wrong so I can correct myself and I'm just fact checking. I'll search too but if you have info handy I'm missing you could save me some digging. Thanks!

Interesting. I'm a WAR myself and this looks like a fun vanity piece. I dont know how the stats stack up for end game stuff since its a one piece suit. I would love to see how this looks in-game. Thanks for the link, armor name, and resources! I stand corrected. Even though its just one thing that has a cape and its not something that will be easy to acquire, it does set a precedence.

Right, but the entire set is built to flow well with the cape. That's probably the only way we're going to see capes - if the set is designed with them in mind. As an addon piece of gear.. Highly doubt it.
