It is. I'm a tank and I have never been in the queue longer than 5 minutes. Most of the time for me it's less than 1 minute and often instant.
Edit: I almost always take the DDs in my FC through their dungeons so they don't need to wait long. If a lot of other tanks do the same it means longer queue times for DDs queuing without a tank or healer.

Some are correct, I tried DF as a DPS and it took me more than 20 minutes so then I decided to switch to a healer then I got in instantly. Mostly, they are waiting for either a tank or a healer(happen often) said in the DF searching client.
I have pre-made group but still took 20-60min 'reserving instance' depending on the day/time so the real issue is not just lack of tank/heal.
There is also the fact that they have added another duty finder server and split the pool. The duty finder initially drew from all servers (causing lots of complaints) and now draws from a pool with less servers. If you happen to be in a pool with more of the new servers, your times will probably be longer as well. I am on Coeurl and usually wait 20 minutes as a DPS, but still wait 10 minutes as a healer for specific duties. Before they added this third duty finder server it was usually 1 minute as a healer.
I gave up on being a DPS for random DF searching. Better to gather people on your specific server or asks your friends/LS/FC members to help you.

I have no issue when i go to use Duty Finder but i run as a tank so i think thats why i think DPS probably have the hardest time out of anyone to go into duty finder and may want to invite a friend who is either a tank or a healer to help alleviate the stress of waiting
