As usual, no info about it. At least not in English on the English forums. Info about every NA/EU technical issue as it came up, but nothing about JP servers.

Dear SE, you have NA/EU players who have been stuck on JP servers since beta due to your service issues. We deserve updates too. Please start addressing us the way you do everyone else. Kthx.

There were also in-game system announcements in both English and Japanese -- at least there were on Gungnir (JP server).

Touche. The prefix of [NA] in the title caused me to overlook it, when it was actually about the [JP] servers. I will insert foot in mouth here. Cuz blaming others (SE in this case) for your own mistakes is the Staple in Maturity examples right?! Pot/Kettle!!! etc etc. Don't be so quick next time and maybe others wont be so quick to rip you apart?!
