It's 5 ranks above and 10 ranks below you. As far as we know, that hasn't changed since the end of November.

The rank range that allows for bonus skill and experience point within a party has been expanded from ±5 to +5/-10.
Ex. In a party of three players, ranks 10, 15, and 20, the rank 10 player receives bonuses equivalent to that of a two-person party, as only one of the other players is within the rank range. From the perspectives of the rank 15 and 20 players, however, both of the other two party members fall within the rank range. They will therefore both receive bonuses equivalent to a three-person party.
"In addition, by keeping the rank discrepancy between party members to a minimum, players can enjoy an increase in the amount of skill points awarded from combat. The smaller the range in party member rank, the greater the effect of this bonus will be. The effect of the bonus also grows in proportion to the total number of party members. The largest bonus possible, therefore, would be a party of eight members, all of whom are the same rank. All players ranking up Disciplines of War and Magic classes are encouraged to take part in parties and make the most of these bonuses."

As has been said, it's +5/-10. It's also affected by party size. You'll get less SP for killing the same mob in a larger party, even if everyone is within +5/-10.

And kept bekng on the wrong server after speed making characters. I play a miqo'te now cuz I missed my ffxi character, and I found out ffxiv Seeker of the sun miqo'te have a similar duel EyE coloring as a character I created in a story I was writing. Benn having fun as my kitty. Also gave her my last name in english vs old irish.

Thanks to my nephew yes. Pretty much what happen was I was gonna deleted an alt character, I went into the RR my nephew got a hold of the laptop and starting mashing buttons. And found all my characters deleted. Then when trying to get back on the server I kept clicking the wrong servers or not realizing what server I was playing on. My nephew is 1 and a devil like his mother who is my younger sister. He keeps starting trouble around me and its hard to play : /
Let me explain this in an easy way to understand...
If you have a group of 8 people between Ranks 30 and 40...
If you are Rank 40, you get party bonus from 30 to 45, so everyone in party helps your SP.
If you are rank 30, you only get party bonus from 20 to 35, so anyone up to rank 35 helps your SP.
Basically if you want MAXIMUM SP for EVERY MEMBER, then keep 5 Ranks max for all players in group.
If the person lower but still within 10 ranks is ok with gimped SP, then so be it, but this is how it works.
Actually, if you read Sovereign's post, you'll notice that for absolute maximum SP, everyone should be the same rank.Let me explain this in an easy way to understand...
