Although generally I would agree, but there could be cases where a FC could intentionally encourage players to blacklist someone to get them banned in such a manner, have to be careful people don't abuse these kinds of things.
What about the less severe loss of /shouting ability?
Sure, there might be a rogue FC who somehow manages to get all their members to grief someone, but they could just lose those privileges after GM review. Besides, my experience with the community has been all around great apart from the duty finder.
Well you could do steps.
1) If a person shouts more than 10 times per minute they are excluded from the chat channel until further investigation.
2) If key words such as Gil, buy, sale, $, £ are found in the text it will be flagged for investigation.
3) If person is found to be selling gold they are banned.
Easy.
Edit:- Granted this could cause RMT to change the way they spam (less often) and what they say in messages, but its a start at least.

sounds good in theory, in practice, however the "investigation queue" would be too long and too less staff to actually investigate things manually. In the time it would get investigated, those RMT spammers would have probably cycled trough several newly hacked accounts. All in all gamers are to blame in the first place, because they are who create market for these RMT. You should start reporting you friends who are buying gil/leveling services etc.
