    Actually, it depends on the logging system SE has in place.

    SOE, in SWG, had an exceptional system in place that was player-driven, but because they had the logging in place to verify, abuse was not an issue. Any abuse which might have occurred would have been dealt with in the same manner as RMTers were dealt with: permaban. And every report was reviewed by CS and/or a dev.

    What the OP suggests could work if handled in the same manner: you'd better be reporting gil seller spam because if you are not, if you are participating in a concerted effort to have a legitimate player banned or disciplined for whatever reason, then you receive the punishment you were trying to inflict on the player. It's pretty simple.

    Edit:- Granted this could cause RMT to change the way they spam (less often) and what they say in messages, but its a start at least.
    Include sending tells because they're using that as much as shout and yell.
