Party first, then monsters. This is due to the need to be able to target heal a player rather than just spam Medica or whatnot. If your player is dying to Behemoth and you need to heal him, but the monster's been drawn and your partymember hasn't, who wins? Behemoth, that's who. Additionally, attacked players should have a lower priority than attacking players, as the attacking players have the benefit of affecting the battle proactively, whilst attacked players may be sideliners who've just been hit with the conal breath attack they couldn't see. And unfortunately, in Behemoth's FATEs, there are a lot of sideliners getting attacked.
