Yes, but this means that if you're in a party, and you're explaining something in party chat, there's no way to tell if it's going through. It could be dropped, it might not be dropped. This is very worrisome. There HAS to be a better way to deal with RMT spam.I agree this is a problem, but to say it "completely wrecks" the game is a biiit of an exaggeration. 99.9% of all messages work fine. if you don't think someone heard something, just ask them. This really should be fixed (and is very odd) though.
However, I think the odds are high that it could be the RMT filters. some obscure combination of characters in your message could be causing it to be blocked.
They most likely don't produce an error message so that the RMT don't know their shouts aren't working.
