Yet I don't believe there's sufficient cause to nerf it. The bulk of the EXP comes from Step 2 and 3 of this particular FATE chain, not the first step. In Step 1, the AoE spammers are probably blissfully unaware that their actions, while contributing to the EXP as a whole, aren't actually affecting the FATE itself (and by association, aren't exactly necessary to continue the FATE chain as a whole). Their actions are still gaining EXP, sure, but is it actually affecting the general outcome of the FATE chain? This is a three-step FATE, if you recall - OP only addressed one third of the whole deal.
IMO, what these AoE spammers are doing is wiping the spawn out so fast that the respawns trigger endlessly - what if you only killed one or two specific mobs in that group, and just went to kill the Lambs? We don't even know if the AoE spam kills are necessary to keep the FATE chain going (I would assume that just finishing step 1 triggers step 2, and so on).
Sad thing is, with the attitude of the masses, I doubt testing it will even be possible. Can't cry to nerf something you have so little detailed info on.
