    The Dark Devices FATE has a time limit of 15 minutes. Obviously the developers intended this event to be completed in about that much time. Anyone who completes the objectives of this FATE in under 2 or 3 minutes, much less than the intended time limit, is obviously exploiting it for quick Grand Company seal gain.

    the time limit is for make sure, fate will not stay up forever. it allows rotation in the fate for avoid... well to be still with the same fate, it allows variety.
    in the reality since zerg rush the fate, it barely hold for more of 2-3 minutes.

    where people see exploit, it's because the goal of this fate is not kill monster, but to move from A to B. in the case of Dark Device, to move from the entrance of base of the follower of dalamud to the girl you need to "rescue".
    here people stop at the first enemy, because they repop really fast and until the end of the fate, people chain them. where the goal is not to kill them. it's an unintended strategy for this FATE, SE didn't expect people to simply kill in chain this monster and get a tons of exp from it (more of 10 times the reward if you are good).

    it's an error of game design, a flaw in this sort of FATE, people have found and use it. that make it an exploit.
    is not because something is here, that is normally work as intend. in the mmorpg, the tons of program the people must check can lead to that situation.

    Do SE will correct it? yeah, i guess sooner than later.
    Do SE will punish the one using it? if we was in FF11 yep, now i dunno, personally i don't resort to this.

    for finish as customer you have the duty to report any weird thing you found, any flaws you found, any bug you found. using this at your advantage (getting around 10 times the exp you normally should get) is called "exploit". it can and will be severly punished.

    but after all everybody is free to believe and do anything, simply don't try to justify it.
