All signs point to this being an oversight, unintended, and an exploit.

Oversight or Unintended - Unless you wrote the code this is 100% your assumption and you know what they say when you assume.

Exploit - Not so much, this is not circumventing game design or mechanics. You cannot do this indefinitely as there is a timer that will force you to the next phase of the Fate and this is not the only place you can avoid the goal and work the extra enemies for added XP. Yes you gain more XP but this does not give it the definition of an exploit.

I had 0 problems with exp and it was more than fast enough to hit 50 whilst playing casually and just going to fates when ever I saw them instead of farming them like mad for exp.

Keep in mind some people are 100% out of content and quests which Fates have the best ROI when looking at the ratio of time to reward. Things change on your second + class.
