Are those mobs part of the fate? Yes.
Are they intended to be killed? Yup.
Did anyone do anything to make them act in a way they shouldn't? nope.
Did a player make them not count towards completion? No. S-E coded them like that.
Does killing them break the fate in anyway? No, it's still completable and mobs work as they are intended.



Of course, if you go by the definition of exploit when it comes to gaming. If you go by what the word really means, then no, it's not bad.
What does it mean "it's part of the fate" or "the dev coded it this way".
Of course the devs coded it this way. But if it's a dev error it's going to be corrected. It's not like devs code an exploit on purpose waiting for the first guy to find it and make a message pop with "congratulations you found it. here, take these 10k bonus exp".

Exploits are errors coded in the game abused by others. When SE officially says that it's working as intended then you can claim that it's working as intended. Until then stop bashing a possible exploit report, otherwise, if it will get corrected, you are just adding more and more shame on yourself.
