I don't recall it ever being taken into account. Granted, my memory's not perfect. Either way, I just tested it with a friend, my Iron Shortsword at 53%, his at 63%, both NQ, both 41,059 gil to repair at npc. Only thing we couldn't easily test would be HQs and gear that's actually damaged.

Well it should, how would it take the same amount of mats realistically speaking of course, a bit of frayed stitching compared to a hole compared to a tear.

WoW (pretty much every other MMO) bases its repair the on amount of damage and it works, obviously I'm not asking for player repairs to work this way but NPC repairs should work on the percentage of damage = cost to repair.

This will be even more important with the suggested death penalty to durability.

you paid 999 999 gil for a repair rather than repair it yourself?
with a minimum of rank 15 goldsmith and a siltstone whetstone which last i checked sold for about 8 k at least on my server you could have done it youeself and avoided all this messing around.
and yes 999 999 gil is weird but wow cant believe you paid that much for such an easy repair and when it even says what the repair mat is on the item screen.

What's always funny to me is people who pay 100k for repairs when you could buy a brand new version of that weapon in the wards for 70k. I mean if weapons/armor actually gained exp and got better stats the more you used them, or you learned abilities by using them like FFIX (either would be rad) that would be one thing. You don't, though.

You could put your Howling on your Retainer for repairs and go get yourself a new pair.

I realize that isn't exactly "convenient" but it also doesn't cost 1m gil.
