I can't get any more Grand Company promotions.

I have no idea why they won't let me apply for a promotion. I've already beaten the main story and finished Difficulty 2 of the Immortal Flames Hunting Log. It won't let me do Difficulty 3. The Flame's Personnel officer tells me that I have to prove myself by doing a quest and impressing the Commander. I've done every quest in the game except for a few class quest and A Relic Reborn. What am I supposed to do?

I think you have to advance the GC story quest. For the flames, if you are facing the promotion guy, off to your right by a door, not behind the desk, there is a quest-giver. I'm not 100%, but I think that is the one you want.

You have to complete the MSQ before you can advance any further.

You need to complete the main story quest, talk to the commander in the Grand company and he will give you the Amdapor Keep location/dungeon. Beat the Dungeon and then you can progress to the next tier
