Item Levels

What are Items Levels? What is the purpose of them? A ton of research has only given me the information that you need to have certain Item Levels to access certain dungeons, but outside of that I've learned nothing.

Is a Item Level 70 weapon that is equiptable at Level 50 will be the same strength as a Level 70 weapon when the cap goes up to lvl70?

Item Level is something that is used to designate differences in end-game gear. Theoretically a Level 70 item for Level 50 will not be as powerful as a Level 70 item for Level 70 characters.
