I just got a new level 20 bow from the archer quest. It says I need a carpenter to repair it. Does it mean I have to level the class or find someone who has, or can I go somewhere to repair it?

That just means if a PC were to repair it they would need to have Carpentry @ or above the specified level and the appropriate grade of Dark Matter listed. All your bows list what class can repair it, not just your L20 one.
Your bow is NOT broken. When you reach the proper level ARC you can equip it. You can still use the Merchant & Mender / Independent Menders to repair it.
It just means that if you want to repair it without paying Gil, you have to either have that level in carpentry + the required materials, or find someone who is and does. Otherwise, you just go to a arm's mender like normal and pay the NPC their fee to fix your items.
All items have a certain crafting class requirement to do their repairs for 'free'.
