best, most ambitious realms on FFXIV US preffered and EU?

well ive been trying to find a population list with the player numbers but no luck.
I have friends on behemoth but im stuck on phoenix EU and im a US player.
they said it was quite experienced over there but the populations on this,
[its not in alphabetical but listing wierd so im figuring characters made..]
but heres the realm listing im talking about;

and i was wondering, are the ffxiv staff allowing free transfers to their initial server now that the servers were fixed so more players were able to be processed? because my main is stuck on an eu server with decent ping [phoenix] and i have no choice but to sit there. was hoping for a staff to transfer me but idk. i could just start a different class over there.
[back to topic] - is that list showing the actual populations by a order of characters made?
