2 Minute Shout Timer

FFXI has it, why doesn't this game? Would help with the RMT spam till a solution has been created to combat the RMT shouts. We as players don't spam like an RMT when we are shouting for help/members. So a two minute time limit on your next shout will not effect us, the player base.

Our Black List's are filling fast, and it is driving people out of cities and high lvl camps. Something needs to be done quick. I figured this is something that should not be to hard to implement.

2 minutes is a very long time. Players don't spam like gil sellers, but they do have conversations in zones and say things more often than once every 2 minutes.
