    Low level secondary tool ... what's the point?

    why did SE make it so you can equip a secondary gathering tool for bot if you can't use it until lvl 15? either lower the level for veg or get rid of the lower level sec tools. it's a waste.

    Same reason blm and whm can equipshields, unless you think they are supposed to tank.
