Fire in the Gloom not working. Can't enter Tam Tara

Area and coordinates: Tam Tara Deepcroft, Central Shroud, X19 Y28
Steps:
1. Picked up Fire in the Gloom mission around level 19-20
2. Decided to do other missions instead and focus on levelling by doing Fates.
3. Went to que for Tam Tara in duty finder and it wasn't there anymore.
4. Ran to the location where I'm supposed to talk to the Quiverman and he isn't there either.
5. Was invited to a group to try to get into it and it said I didn't meet one of the requirements.
6. Logged out and in multiple times with no change.
7. Can't progress in main story anymore.

Deleted my toon and started over. Now I'm level 18 and still have the same problem. There is no Quiverman to talk to and I can't enter tam tara. This is really frustrating. It's been almost 2 weeks since I sent in my first support ticket about it. Posted here last week and still no help. Definitely gonna stop playing if this doesn't get fixed. I'm trying to enjoy this game but this is making it very hard to.

I have a similar problem with my Level 25 Conjurer except the quest giver never gives "Fire in the Gloom". After numerous tickets and forum posts I can't get anyone at Square Enix to give a crap.
