Yeah I know you can do it without, but PUGs demand it, as you said.Actually, ifrit hm is doable even without someone stunning ifrit. Though PUGs would generally not accept it since the fight is a lot easier when it do get interrupted.
Personally, I never trust a random player when it comes to that so I move from eruption regardless if it got interrupted or not and I would advice everyone to do that.. That way you wont wipe if 1 gets through. Though it also depends on which one that gets through and where everyone was standing..
If you do not like that duty then I would suggest that you try to get a static party for ifrit instead and either have another pld with you that takes on that duty or just try to kill him without stun.
I think an one solution would be to take shield bash off global cooldown and give it a 20-30 second cooldown. Or just make bosses immune to it. I'd prefer the later.
If you want it off GCD, then its animation time better be increased to 1.5s to compensate.

Making HM Ifrit immune to the stun would actually help more than changing shield bash. Shield bash and its ilk were the devs' way of foregoing having to invent interrupt mechanics that are par the course in MMORPGs. You don't need interrupt mechanics when everything can be stunnable or vulnerable to silence.
* The sad thing is that FFXIV turned RDM into a turret, and people think that's what it's supposed to be. It's supposed to combine sword and magic into something more, not spend the bulk of gameplay spamming spells and jump into melee for only 3 GCDs before scurrying back to the back line like good little casters.
