Can't See Skill Effects

Hi! good day to all!
I can't see any skill effects on my warrior, from the enemies and even from skill caster players. I already tried from the lowest settings to the highest settings for graphics setup but still no change.

Moreover, another problem is...
any settings from lowest(off) to maximum setup, I can't see the opening movie. all I can see is a white screen (on lowest settings) and gray screen white big cricles (on highest settings). The audio and the sub-titles are working (jap/english).

my pc spec is comparable to the minimum req:
e8500 @4.5ghz
amd 6870 oc. 13.8 driver / 13.10 driver (no change)
average fps 30 on highest setup
average fps 40 on lowest setup
