I can not start a new thread in the companies section because of my level?

I learn this and figure I would help bump the pally guide and get my question hopefully answered in one fell swoop. I am trying to post in the companies forum that Kings of Chaos on the Mateus Server Is currently looking for players who prefer ventrillo. Currently have 80-100 online in game at any moment but looking to boost voice using players percentage.

Anyway if someone can tell me what level I can start a thread that be great
