    A cooldown on shout seems interesting to me.

    Gilspammer use dirty tricks to avoid getting easily blacklisted. If ever there was something useful in the chat window meanwhile, forget about finding it without again scanning through the spam they create.

    For the "conversations" across the landscape using shouts... May I bring up the roleplaying concept of "immersion". Crystal clear conversations over long distance is really breaking immersion. A cooldown could represent your character actually catching their breath. The game is big sure, but there are quite a few zones which make sense to have conversations (the kind you actually see the character you are talking to) and meeting places. Normally, when I'm talking to someone, I enjoy seeing said person.

    Another annoying factor about these conversations is their content. It really quickly gets out of hand, which really hamper useful information (like request for life, request for party, valid questions/answers). May I also bring up the level of maturity of these "conversations".

    Finally, a cooldown will encourage people to think before writing and significantly decrease SPAM (not only gil sellers produce SPAM). At the very least, there will be a 5 minutes gap between the SPAM of a single player.
