i doubt they will give arc that much power, they are prolly just using arc weapon cause it looks weird, and the buffs are probably just a gm ability type thing

GMs don't have special abilities beyond GM tool stuff. HP/MP boost etc are indeed class buffs. You get quicken if you have the item from having an active FFXI sub, which lasts 25 min instead of 10.
