I imagine it's the missing Spriggan from Kikina's side. SE probably were too lazy to remove it entirely, so they just moved him on top of the egg.
There was an English version posted. I think it was in the Umbral Era thread?
I'd find it but I just woke up and don't feel like digging yet.

Two of my LS mates reported this today; the NPC popped at the bottom of the stairs to the AG, right in front of the repair NPC in uldah, just as the GM appeared at camp horizon.Apparently there is an NPC that pops near Uldah Repair NPC/ADV Guild Fountain (mine was named Alfgar)...you can talk to him for a Lodestone Achievement for your character. He pops and depops but current speculation is he pops same time the GM (Urianger Augurelt) on the world pops. Needs more verification.
Achievement is called:
Seventh Moon Rising

When I took that video also in the past few threads (http://www.youtube.com/watch?v=q6IaHzkK70s) You will notice when I extend the chat, the huge spam from Alfgar.
I think he only spawns when the guy does.

Hes got an outfit Ive never seen before, its unlike any GMs ive seen before. At first I only noticed him because of the GM icon and then the outfit caught my eye.
Ignore my sassy comments, I was hoping to egg him into talking. No luck, he didnt say a word. I doubt he even spoke any english.
Like everything else SE does in FFXIV, I have no idea what he was doing.
What is it about the appearance of a GM in any game that turns people into a bunch of hooting muppets? It is like because a GM has shown up, you can all of a sudden act like a total prat.
Why do people do this?
