2) Ive never seen this lance or clothes before

3) He said nothing so I have no idea what he was doing other than AOE buffing people with non group specific AOE buffs Ive never seen.

Though the last two patches were in fact ~300mb in size, its only because of the way the patch was released. The latest patch (1.17a) only changed a few things but the entire patch was re-issued. I recently had to re-install XIV, and having archived the patches, found that only 1.17a was picked up by the patching system not both 1.17 and 1.17a. This leads me to believe that 1.17a is a complete 1.17 with additional modifications and thus supersedes 1.17 fully.

That, of course, isn't to say that among those ~300mb of patch there aren't new things we haven't seen yet.
