If the cast bar is gone, then the red circle/animation should also be gone.
There should be no margin of error between the two.
There isn't in other, older games, so it really isn't acceptable in 2013.

I don't get how people think it's acceptable that your screen is often rendering a very inaccurate portrait of what's happening in the world. It's not just limited to Titan, but having a false rendition of the world is just especially glaring on a fight with very tight time limits to get out of near instant kill abilities. In any other game, if you attempt to tell people "but I dodged that!', nobody would believe you because it's a fundamental assumption that cast bar/telegraph area are in sync in a MMORPG. But this game, it's definitely a very valid thing to say, and that's precisely what's wrong with the game.
