it's easier fixed than that. if someone goes afk too long in your party and you feel it is unfair you already have the option to kick them from party. see the fix is already there.AFK levelling is going to go away. It's just a matter of how it's going to happen. Arguing that it should stay is futile. It won't.
Only real discussion is how far they'll let players take breaks and still progress. None, 2 minutes, 5 minutes, 15 minutes? 1 mob, 2 mobs, 5 mobs?
I think it's reasonable to let a player autofollow for 5 mobs during a party if they have to take a 5 minute break to do something, or even 10 minutes. But not more than 30 minutes.
They could implement the system I proposed, which is if you don't generate any enmity for 3 fights, you stop getting sp until you perform an action.
Or they could re-implement the surplus system and apply it to afk levelling. Only give you so many sp per week that you can get while not contributing to the kill. Maybe 5k sp a week max that you can get while not doing anything for an entire fight.
That's a more complex system, but more flexible.

I played ffxi from ps2 launch day-feb 28 2010. ffxi wasn't hard, people just wanted non stop pulling/exp to get 10+ levels with in 2-4 hours.
Video games are not really that hard to be quiet honest. Trust me I play enough of them.
I feel PL is an easy way out also, and people get lazy. I didn't start an anti PL crusade, I just asked to do my role, not to be cured, used /blockaide, or simply left the party.
Fore the record, any counter mesures put in effects everyone. Anyone who goes afk will be effected, you can't just target a small group. And also, increasing the difficault will not work either. I seen ppl multi box all the time in ffxi.
I love when ppl say "ffxi was so hard" when infact it really wasn't. Just because you die alot don't make a game easy or hard. Death is just a minor road block.
But there is no excuse to witch hunt players for how they choose to lvl

I'm not sure if using the term "witch hunt" is correct, since so far I only see this topic as a device to make people aware of organized afk leeching. I doubt a dev is going to reply to it since there is no solution that won't harm all other players. I don't see anything wrong with notifying people of this exploiting and if they actually respect themselves as proper and legit players to not get involved with others who are organizing afk leeching.
I'm not going to say I know why everyone plays MMO's, but my own reason is a sense of achievement which is unobtainable playing console games offline. I enjoy the feeling of achievement that is rewarded to me by the legit hours of game time and effort I put in to developing my character and learning how to play it the best way possible.
I am worried for not only myself, but other legit players who are starting to see afk leeching parties too often in this game. It is disheartening to see my effort cheapened.
Even if there is no way to stop afk parties, legit players have every right to avoid players who are involved with organizing afk parties and it not being coined as a "witch hunt", rather it being the only way to happily continue playing the game.
