AFK Leveling

Leaving doesn't solve the problem, the problem will still be there. Yeah I'm not ok with this kind of behavior ruining an already dying game if SE's motto was to stop RMT and botting, I don't see how AFK leveling is any less of a concern for them.

I think you're making the problem seem bigger than it is though. Aside from maybe a handful of people doing it, I doubt this goes on very much, and is pretty rare. If someone is going to willingly be someone else's ***, and just let them leech, whatever, have a ball, at the end of the day its not affecting you. If it is, then kick the person from group or drop group. Even with how easy it is to level, its going to still take them considerable time to reach level cap with only that one person who will let them leech to get them their levels, most other people aren't going to tolerate it.
