Dont use cmd for that, got better programs for doing traceroutes. Me want shiny, colourful graphs instead of a black screen with white numbers on it.Exactly, it creates a VPN tunnel. Pinging a server in CMD is not the same as creating a VPN to tunnel data more efficiently than your ISP.
Pro tip - Open CMD and type tracert -d 199.91.189.74
This will tell you how many hops and how long it takes you to get to the NE/EU servers. You can then download the trial for Battleping and do the same to see if it is actually an improvement or not.
