There is a trial so you can check it out .-. I know this was VERY helpfull in Aion.
Exactly, it creates a VPN tunnel. Pinging a server in CMD is not the same as creating a VPN to tunnel data more efficiently than your ISP.
Pro tip - Open CMD and type tracert -d 199.91.189.74
This will tell you how many hops and how long it takes you to get to the NE/EU servers. You can then download the trial for Battleping and do the same to see if it is actually an improvement or not.

I have some friends using this that have reported a 30%+ improvement in their ping. I'm only at 90-100 from the UK to the NA/EU server base so I haven't tried it myself yet. But hey, if it can knock me down to 70 why not?

107ms isn't bad from Europe, SE still need to fix their AoE circles to sync with cast bars :S
Also a ping to the servers doesn't really help if SE's servers have bad infrastructure and netcode.
