First things first. People are allowed to leave whenever, where ever, for any reason and get hit with a 15 minute cool down on any dungeon, guildhest, or primal battle. Only the first leaver gets hit with it, so it's nice that you aren't penalized if you didn't leave first.

However, the penalty isn't enough. Especially in a primal battle. I don't think I've been in a garuda fight where someone hasn't left upon one wipe. It is, admittedly, frustrating when I have to wait in queue for over 30 minutes as a dps ( I have to btw, for relic.) Just to get to the first sisters in this phase, get wiped, and someone leaves. Guess what? party is ruined. You can not add any new players to a primal battle. If someone leaves it's done. And there isn't anything you can do about it.

A lot of people would say to run with your FC, or your linkshell. Sad part is I don't have very many people that are at this level of play, so I'm forced to use the duty finder. However, such a small and easy fix is my bane to beating Garuda, as the same novice mistakes that can be rectified through instruction, teaching, and several wipes cause someone, usually a tank or healer, to instantly leave. They get stuck with a 15 minute queue, wait it out, queue. and STILL get in before I, as a dps, can anyway.

Problem: Penalty for leaving primal battle and ruining a party of 7 other people.

Fix: Penalize the leaver with a dungeon queue cool down Equal to the time remaining of the primal battle they left from and Allow new players to join an in progress primal battle upon a wipe at the moment of it's resolve, filling that player's slot and giving them a chance to run
