Scientifically speaking, yes. They did a study where they took a picture of a baseball player and measured where people spent the most time looking. Female participants overwhelmingly looked at the face. Male participants, on the other hand, spent most time looking at face and groin.

In all seriousness, though, I don't know a single guy who, if putting on a pair of underwear or tight swimming trunks wouldn't feel out of sorts if such made it look like they'd been emasculated. It just looks odd. It's not even like we need Tom of Finland type proportions, just no need to Bobbitize all the males.
