Selenes' Silent Dusk does not interrupt

Time: Tested from 9:00pm to 9:30pm EST using various monsters on 9/13/2013
Frequency: Any time Selene uses Silent Dusk
World name: Adamantoise
Character name: Harleen Quinzel
NPC name: N/A (Selene?)
Monster name: Tested on a multitude of creatures but mostly Treants.
Class/Level: Scholar/30+
Party or solo: Either
In-game time: N/A
Area and coordinates: Tested mostly in South Shroud (22,26)
Steps: I tested using the following steps.
1. Summon Selene
2. Use pet command Steady
3. Attack a monster with a cast time ability
4. Manually activate the ability when the monster goes to cast
5. Notice the silence tooltip appear on the enemy debuff
6. Get mad that the enemies skill still went off.
