Apparently it's one of the items that have to be bought with tokens at Camp Revenant Toll in Mor Dhona.

I dont find that NPC in mor dhona. I check the 3 girl in the capm and the guy selling tools but nothing =/

It costs 125 Tomestones of philosophy each, and you need 9 per item. So you're spending at minimum 1125 Tomestones per item you make. It's the same vendor that sells Darklight.
