I have a gut feeling these added races will never happen for players, considering they've never even mentioned the PS3 release date. Ever.
The game might completely go under before anything significant happens, to be honest. If FFXIV can manage this overhaul before the release of Guild Wars 2 and perhaps SWTOR, maybe the game will survive. Even then, they wouldn't be able to charge a subscription fee for the game. FFXIV doesn't have enough of a demographic to make money off of a subscription. I mean, the game is completely free to play as it is right now... and there's barely anybody ever playing. I'm on a mid-rate population server, and it's practically a ghost town. How are they going to manage a sub fee for this game with less than 50,000 players collectively across all servers? Not to mention all the bad press surrounding this game already. I'm sure most people who were looking to buy the PS3 release will not buy it now, due to how horrible it sounds. Realistically, the only way this game will survive is if:
1.) It is completely overhauled. Classic jobs, classing leveling (none of this Rank level/Class level bullcrap) actual things to do, less horrible crafting, more zones, more armor that doesn't look like the same thing copy pasted with different colors, added genders, more customization.
2.) It stays free to play. Subscription-based games are completely going out the window in this day and age. DDO, LOTRO, Age of Conan, Champions Online, All Points Bulletin- All were sub-based games that tanked due to a lack of a player base... they went f2p with cash shops, and basically rose like a phoenix from the ashes. People flocked to these games in droves, and now these games are doing better than they ever did with a subscription based plan. Other game developers know this, and they are quickly following suit. I mean, look at Guild Wars. One of the most successful MMOs to date, and they're box-to-play (buy the game, free forever) with an optional cash shop for stuff like costumes and extra character slots. FFXIV *might* survive if it stays free.
3.) They re-market the game, and market it aggressively. If FFXIV relaunches after GW2... it basically won't have a snowball's chance in hell (especially if they keep the subscription fee model). GW2 isn't out yet and doesn't even have a release date... yet their developers are marketing the game at conventions and through twitter all the time. A very large part of making a game successful is building a fanbase. FFXIV never bothered doing that, outside of the open beta.
tl;dr
The game will probably not survive to see the new genders implemented.

GW2 caters to a completely different audience. I enjoyed the first one but the 2nd one looks kind of meh to me. Some of the ideas are cool but only if they can actually pull them off. Generally a lot of game devs talk things up a lot but when it comes to implementation it's much less than promised. Not saying it's going to be bad, just not as great as everyone's making it out to be.
If FFXIV survived this long, it'll do just fine. People are always saying every new MMO is going to kill this game. Rift didn't kill this game, SW:TOR doesn't look like it's going to kill this game, GW2 won't kill this game.
Honestly I enjoy this game quite a bit these days, it's come leaps and bounds since launch. Just because you don't like it or the proposed changes doesn't mean it's a failed game.
As far as we know they are working on the new genders, the PS3 will happen. Until SE drops a bomb and tells us otherwise I'm going to assume new genders and barber shop are on the way. I'm not saying closing down of this mmo isn't possible, because it is, but there's no point in giving up when there's a game to be played. And I'll play it until I'm forced off the servers.

Rift wasn't very good. It will also probably go free to play soon. You haven't even seen true competition yet. Just wait.
Also GW2 looks meh? Dude, what are you even reading?
Every single person, press or otherwise, has said GW2 is extremely polished and it's only in alpha stages right now. It's completely obliterating all the Gamecom polls (as much as 75~57% of the votes) for best game in show. I suggest you read info that isn't from 2008.

I'm a person and my opinion is that while it doesn't look bad, it doesn't look amazingly great. That's my opinion and I'm entitled to it. The gameplay videos I've seen for gun classes looks a lot like back-peddle, activate skills, rinse repeat. Those are the ones I'd be most interested in. Compare that to say PSO2 where the gun classes get full 3rd-person shooter type gameplay and that holds my interest a lot more. I may still pick up GW2 but it's likely not going to be my main focus. Again, opinion that I'm entitled to.Also GW2 looks meh? Dude, what are you even reading?

Just because my opinion differs from yours doesn't mean you can look down on me like some naive little punk. Quit being so damn condescending and maybe your argument would come across better.
Rift may not have been much competition but people still claimed it would kill this game and guess what? It hardly bothered it. GW2 and SW:TOR are probably decent games but they're not going to kill FFXIV. MMOs tend to not kill each other, but they do fail on their own merit or lack thereof.
