The lantern shield glows because, for whatever reason, there's a lantern stuck in the shield. Glowing weapons in the context of the game make no sense. Shiny weapons, maybe, but the strength of design in this game is in the details. Stronger equipment has more intricate designs and patterns on them, not a luminescent radiance.
The same logical reason that some one stuck a lantern in a shield, (basically to provide light) is the same reasons people might want a glowing weapon. Glowing weapon could boil down to light sword, to provide light in the dark. There are more logical reasons for weapons with some sort of glowing element, or special effect than not in this games setting. Im not saying every weapon or every high level weapon, but the need, or the reason is already out there.

We have huge growing crystals in game that harness unknown energies, would it be insane to try to make a weapon using this? We will have materia that can be added to gear, would it be insane that some of it has glowing elements? Is it crazy if i have an armor that through adding a magical glowing crystal to it, reduces my fire damage noticeably, that the centerpiece crystal in the chest armor has a crystal that seems to dance with fire?
That actually makes perfect sense, and is accurate to the game world and the current technology.

I get that you hate the look of anything glowing, probably because you associate it with over the top designs, and the people who looked for those things in other games, but that is not a logical reason, and is more a bias of either your own visual preference, or prejudice from previous executions of said effects.

If you wanted this game to be a more dark ages, low magic/fantasy type game, thats really not what it was billed as. Look at how common place magic is, and the effects already in game. This is just the starter skills, the weak power stuff.
