The damage reduction of shield oath "appears" to function as intended. However the extra Enmity appears to be non-existent. With 25 points in vitality and 5 in strength, other players can easily grab Enmity off of me. Trying to get mobs off other players is a futile effort as well. I might as well dps them to death. I have held Enmity better with 16 points in strength and 14 vitality and while using Sword Oath.
Shield Oath needs to be revisited. The tank needs to be able to rip mobs off of other players. As it is now it doesn't work.
