At the grand company, one of the npcs has an option for supply and provisioning and the third tab lets you trade the gear for seals.

You have to reach sergeant rank to trade in pink and green gears. It's under expert delivery.

You need to be Sergeant SECOND Class, not Sergeant THIRD Class. This means you have to do the following:
PVT 3rd -> PVT 2nd (2k)
PVT 2nd -> PVT 1st (3k)
PVT 1st -> Corporal (4k)
Corporal -> SGT 3rd (Rank 1 Hunting Journal Completion + 5k)
SGT 3rd -> SGT 2nd (6k)

So you need to spend 20k Seals in order to start trading in those Pinks and Greens.

i've got the rank, just didnt realise the delivery option is actually for exchanging gear for seals oops ^^;

I have gotten a lot of the items from levemetes, repeats, I only need one of each, so that's a great deal as it makes space in inventory. Im SGt 2nd class, I'd been saving up seals, 3rd class ws 6000, 2nd class 8000. I imagine 1st is 10,000 seals.
