The exclamation points that pop up on your map are the quests that you can begin, and some of these do offer decent gear for the lower levels. To make sure that you'll be receiving gear that you want just talk to the NPCs with the exclamation points, and before you accept the quest it will list the rewards upon completion in the text box that pops up. I know that DoL (like fishing) leves did offer some gear during beta, but I haven't done any in so long I can't remember if they offer gear or not... just be sure to read what the rewards are before accepting and you should be set!
