The last four times I have gone to log out this happens. Screen is frozen on the black loading screen with the loading wheel in the corner, that is not moving.

I've had the same problem. From the loader it appears impossible to exit the game without resetting the system. Pressing the PS3 button on the controller results in a big red sign in the top right corner.
This has been a problem with the last few MMO's I've played at start. The client is somehow glitching when using the 'older' PS3 hardware even when coding attempts to deal with it by 'dry-running' and hypothesizing maximum memory usage by the client. The PS3's are so far outclassed by the PC's of today - hell, even last years stock models - that a lot of issues are created, to specifically deal with the PS3's limitations. Why are the area's so small? Because of the memory size of the PS3. The PC's could've loaded up the entire Uldah city-state, and had plenty to spare; but due to PS3's being tied in, they are forced to deal with our limitations.
So, your client failed; imho, it's likely a trash-collection issue. Try limiting what you do at the same time - I wish we could mute channels, disable 'pets' from being shown on users, and optimize the game experience in general. I cannot wait for the PS4 to come out, so I can play this game properly; although I'm kidding myself. SE would never move to PS4, and abandon the market of PS3's. So, for the next long while, we should be accustomed with the PS3's being the 'lowest common denominator' when it comes to processing power.
I'm pretty sure that we're at the bottom of their list; they're likely aware of the problem, as every launch has been like this. At least you're getting the issue on log-out. I was getting it every 10-30 minutes for months in Defiance.
How long have you played / have been in the game without restarting the PS3? There was (still is?) a memory leak bug which cause the PS3 to freeze / reboot after playing fo a prolonged period of time (circa 8 - 10+ hours). That seems what happens to you by that description.
You can indeed leave the game from loader however you need to use the long press / hold of the PS button as the short press is not allowed there (the same like in PS Store and so on).
